Judging from what the article states, the government is being rather flaky and no one is a hundred percent certain what is really going on. I think that the government should be permitted to see information on the internet if, and only if, they have enough reason to do so. That is a violation of privacy (it is just like searching a house; if you have a warrant you can look through someone's things). The government does not have the right to just look through random people's information for no real reason, and just to collect data is not enough of a reason. I think the numbers of times requests for information going up is an indication that the government needs to revise it's plans. The article had a couple of ideas about how to ensure that the government does not violate privacy, such as having a comity check every couple of years this make sure the government does not violate privacy any more.
